Definition

A Provincial Council of the Rural Secretariat will ensure regional messages are heard by policy makers. The Council will have members from each regional council as well as representatives from Memorial University of Newfoundland, the College of the North Atlantic and other key interest groups.

The Provincial Council will meet with provincial Cabinet ministers and their deputies twice a year to share their views and provide advice on policy, programs and services.

Provincial Council Mandate

1. To develop a common, evidence-based understanding of the social, economic, environmental and cultural realities facing province.
2. To review key economic and social measures (e.g. education levels, demographic trends, health status, income levels, EI usage, economic diversity) and to reach agreement on the priorities for change over the next five years.
3. To identify and advise the provincial government on policies and programs which either a) advance b) negatively impact or c) need to be developed to encourage the necessary change over the five year period.
4. To advance cooperation through the sharing of information on and discussion about the economic and social measures, and to encourage the provincial government and community partners to take action on and be accountable for those areas within their mandates.
5. To serve as an external sounding board for the provincial government for the development of strategies, policies, programs and budget issues that will effect Provincial and Regional sustainability.

Provincial Council Chair

Sheila Kelly-Blackmore
Ms. Kelly-Blackmore has been involved in business management, community and international development work for more than 30 years. Over the past 11 years as general manager of St. Jude Hotel in Clarenville, with a staff of 40+ employees, she has been recognized with a number of provincial tourism business excellence awards. Most recently, the property received national recognition from the Tourism Industry Association of Canada with the CTHRC Award of Excellence in Human Resources Management.

A past president of Hospitality Newfoundland and Labrador, Ms. Kelly-Blackmore continues to serve on the provincial executive and board. She was personally recognized by the provincial tourism industry with the H. Clayton Sparkes "Accommodator of the Year Award." Her business management background is coupled with several years serving as a Community College Administrator in St. Anthony and the Yukon and international development work in Suriname and Sri Lanka.

Ms. Kelly-Blackmore resides in Sandy Cove, Bonavista Bay where she serves on the local town council. Ms. Kelly-Blackmore has been involved with numerous community volunteer organizations. Her years of volunteer international development work in Canada and overseas were honored with the James Robinson's Award from Canadian Crossroads International.
