The Centre for Learning and Development provides leadership in learning and development opportunities that support the priorities of Government and its overall human resource management strategies. In partnership with central agencies and departments, the Centre promotes employee and organizational effectiveness throughout the Public Service.
In addition, each Government department/agency takes responsibility for learning and development initiatives which are specific to their own strategic and human resource plans. These include mandatory learning which is required by legislation, critical certifications for individual employees to practice an occupation, interventions that address current departmental issues, and/or initiatives associated with introduction of new program guidelines / regulations.
Learning and Development is a key component of government’s human resources management strategy - Creating Tomorrow’s Public Service.

This program offers course work in current leadership and management theory, practice and public sector application. It is comprised of eight core modules, including the entry requirement and a choice of two other elective modules.

The Corporate Human Resource Management Strategy 2008-2011 “Creating Tomorrow’s Public Service” outlined three key directions for the Government of Newfoundland and Labrador:

Therefore, as part of Key Direction 1, the Centre for Learning and Development (CLD) has been tasked with developing and implementing capacity building framework for the following corporate areas which includes competency development and identifying learning and development that will help employees build on the competencies identified:
A horizontal review was conducted of all information management positions across the Core Public Service. This review included the creation of new class specifications, pay levels and the development of Information Management Competencies.
The IM competencies were launched at an Information Management Community meeting in January, 2010.

During the of Fall 2009, focus groups were held with administrative support and management employees across the core Public Service that contributed to the development of competencies across this group.
Information sessions were delivered in April 2010 to present the competencies and explain the learning plan process for administrative support professionals.
The CLD identified WorkSkills: Steps to Your Success Certificate Program, consisting of seven modules to supplement other learning and development opportunities for the administrative support group.

Executive Development within the Public Service of Newfoundland and Labrador was designed to build and sustain leadership capacity at the Executive Level. The Executive Level includes Deputy Ministers, Deputy Minister equivalents, and Assistant Deputy Ministers.
The Executive Development Competency Model provides a consistent and systematic approach to providing competency-based executive learning and development. Through this model, the Centre for Learning and Development supports the Executive in meeting their objectives, as identified in departmental plans, business plans, specific departmental initiatives, and horizontal initiatives that impact their respective departments.
The competencies and behaviours identified in the Executive Development Competency Model provide the foundation for competency-based learning opportunities as well as a formalized process to strategically focus Executive Development Initiatives. The process includes a self-assessment tool, feedback, individual development plans and learning opportunities. The Centre for Learning and Development, in consultation with the Executive, recommends learning and development opportunities to address the individual development needs. This approach will recognize and respect the uniqueness of individual learning styles and the operational demands of the Executive.
The Centre for Learning and Development (CLD) offers sessions for Pre-Retirement Planning. These sessions are one day in length.

In consultation with the Office of the Chief Information Officer (OCIO), departments, agencies and all regions of the province provide key learning and development in using information technology as a strategic tool to support government's program and service delivery.
The Centre’s Learning Management Portal provides access to learning and resource information and gives employees the ability to self manage their learning and development goals.
Media Relations Learning and Development creates a standardized approach to internal and external communications practices in Government. This program provides designated departmental spokespersons with development opportunities to enhance communications with the general public, the media, and key stakeholders.
Development Opportunities in various employment roles across government are offered from time to time by the Centre for Learning and Development. They are directly linked to the development of capacity in mission critical positions and will help support the strategic direction of government as it prepares for the future.
