Wage Subsidy Initiative

This initiative of the Office of Employment Equity for Persons with Disabilities provides departments with additional human resources, while also allowing them to be more representative with respect to persons with disabilities. The positions may be up to a maximum of one year to provide participants with experience that will be viewed by potential future employers as "significant."

The following information explains how managers can access the Wage Subsidy Initiative:

Managers may hire, on a contractual basis, eligible clients of the Office of Employment Equity for persons with Disabilities to work in "work experience opportunities." Work experience opportunities are defined as clusters of related tasks that the Department needs performed. Job tasks may be selected from one or more positions currently in the Department as long as the central core of tasks of any established position are not withdrawn. In short, the work experience is meant to be an additional resource for the department and is not meant to replace an existing position.

To take advantage of this initiative, provincial managers must complete a Wage Subsidy Position Proposal Form PDF (101KB). The form requires the manager to list the duties associated with the work experience proposed, define the level of education required to perform the duties, assign a classification and indicate who will be responsible for orienting the participant. The proposal must be signed off by the department’s Director of Human Resources and Deputy Minister / Designate prior to submission to our Office. The proposal must also be accompanied by a Request for Staffing Action (RSA) and Position Description (PD).

Those proposals involving placements in bargaining unit environments are forwarded to a representative of the Newfoundland and Labrador Association of Public and Private Employees for approval before proceeding with the recruitment process. The Office then contacts the manager to negotiate the salary subsidy and conducts a screening of the Client Registry to identify suitable, eligible candidates for the work experience. Once the selection board determines the most suitable candidate for the work experience, via a competition process, the person is then hired on contract (which is prepared by the Division) and the department journal vouchers the costs of the portion of the wages being reimbursed by the initiative.
