Collective Bargaining Division

Services

The Collective Bargaining Division of the Public Service Secretariat delivers the following:

• Provides labour relations advice and guidance to the Treasury Board Committee of Cabinet, government departments, and public sector organizations to help create and maintain a constructive employee relations environment;
• Formulates labour relations policy options and recommendations for Treasury Board consideration;
• Negotiates collective agreements which achieve a balance between employee rights and needs and government's human resource and fiscal objectives;
• Provides expert advice and opinion on contract interpretation to departments and public sector organizations to ensure consistency in application;
• Provides expert advice and assistance on dispute resolution mechanisms to ensure workplace harmony;
• Prepares and presenting Government’s position to third parties at interest and rights arbitrations;
• Educates management and executive level employees in the area of labour/employment relations to optimize their ability to effectively and efficiently address labour/employee relations issues;
