About the Secretariat

The Intergovernmental and Aboriginal Affairs Secretariat (IGAAS) is a newly established secretariat responsible for coordinating the Provincial Government’s intergovernmental policies and strategies and managing government's activities related to Aboriginal affairs, including developing policy and programs, managing federal-provincial agreements, negotiating land claims and public information.

IGAAS also participates in the negotiation of federal/provincial funding arrangements with relevant line departments; takes lead responsibility for the development of provincial policy in matters which do not fall under responsibility of other departments.On defence matters, in consultation with other provincial departments and agencies, IGAAS coordinates discussion with military officials and local representatives related to planning issues and provincial interests. This includes activities relating to 5-Wing Goose Bay, 9-Wing Gander, and Canadian Forces Station St. John’s.

Mandate

The mandate of the Secretariat is to:

  • Coordinate all policies, programs and activities of the government of the province and its agencies in relation to a sovereign government and its agencies;
  • Manage government's activities related to Aboriginal affairs, including developing policy and programs, managing federal-provincial agreements, negotiating land claims and providing public information;
  • Be a party to the negotiation of all proposed intergovernmental agreements and be a signatory to all intergovernmental agreements pursuant to the Intergovernmental Affairs Act;
  • Promote the military diversification and long-term operation of 5 Wing Goose Bay;
  • Act as the point of entry for the federal government where no analogous provincial department exists; and
  • Take necessary action to initiate or maintain intergovernmental co-operation between the government of the province and a sovereign government.
